It is close but I'll side with Poseidon on this one mostly because of the healing abilities. Even in an unfavorable environment, he could summon a huge amount of water. Percy did that and I'm pretty sure Poseidon has more power over water than him. And Zeus is more of the hothead and calmer heads prevail, mostly.
