Literally look at the second to last panel. Only a minuscule amount of Black Zetsu needed to touch the ground, so little that they didn't even notice. Kakashi and Gaara's surprise is illustrated by the '!?' and gaara not even knowing what happened in the scan in case you were wondering what that meant.

7. Go back and look at that last scan again. Last panel shows Minato lunging at Black Zetsu with a rasengan.

Look at that last scan again. You can see how far Black Zetsu had his body stretch underground in the last panel. Minato is the one furthest to the left with the !!
Black Zetsu is standing in front of a dust cloud to the right of kakashi and gaara (second !!)
That distance is almost double the distance between him and Kakashi/Gaara.
