I think zetsu wins.

White zetsu and his spores are one of the critically deciding factors. He can keep sucking chakra from the kage. By the time they get rid of him, he's already drained some chakra making what they can do significantly lower. He can then wait some time and go in to drain more chakra. They'll be getting large chunks of chakra siphoned off throughout the course of the battle and given to zetsu.

Worst part is that it's incredibly hard for the gokage to kill zetsu/spiral zetsu/BZ because BZ has kamui while the other zetsu have mayfly for quick evasions.

Giving Obito full health, he can easily seize control of black zetsu and join the kages. (Since he wants to be kage himself).

Even near-death Obito would control black zetsu, either way the kages of current and previous generations would kill any form of zetsu (excluding Obito).

Well you kind of have to in a way...

It's like Orochimaru trying to use Hadhirama for Edo tensei, or DSM Kabuto using Madara for Edo tensei.

You can't use Obito, Madara, and Hashirama as a means to fight others unless you put it in the restriction.
