Zetsu has the most potential to be the best imo. He can make exact, perfect copies of any alive shinobi. He can easily overthrow Tobi imo. He could've made clones of every member in Akatsuki and probably ninjas who he have seen die like Kimimaro. But for some reason he remains loyal to Tobi, idk why though:shrug:

I think Tobi made Zetus and that's why he's so loyal and so **** up. He eats dead bodies becasue he can like a BOSS. Zetus is pretty damm cool.
