yahiko could use water and its god realm(yahiko's body) the only one(have all of pain's body's without counting nagato) that uses rain so i guess it is possible

Well making rain this way, produces clouds...but the rain made from it isn't endowed with your chakra...so you must add it. Which means more time focusing and a greater chance of your opponent taking you out.

The best way (non custom) is

• Type:Supplementary
• Range:Short-Long
• Chakra cost:15
• Damage Points:N/A
• Descripton: A down pour of rain will fall and any thing with chakra that it touches the user can sense there location and instanly know there were abouts.

because it senses chakra so that it can be sent to attack your opponent faster and contains your chakra so it can be summoned to you quicker.

We'll continue with training under these kirin clouds.

The only difference between suiton and ame is that suiton can be fused with users charka.

Ame is and always endowed with chakra. Never forget this.

more chakar and rasengan is easy but i still can't use suiton
