Channeling my chakra into the rain above a dummy that lies short range of me, I concentrate all of my chakra into a single raindrop and manipulate its density and sharpness. As the raindrop falls downwards in a straight line it punctures the dummies head and travels through its soft body until the raindrop touched the floor.
Strong points
I would use the B ranked Snake genjutsu on my opponent, keeping them in place, before using this technique to finish them off.
Ways to counter this technique
Sidestep, is what someone else would say, but I would honestly use that umbrella technique that we have yet to learn if I was put in someone elses rain.

I would create the spear and let it sit in the clouds until I can make a good enough opening to call it down and shank my opponent on their blind side

Blow away the rain clouds, investigate once your opponent performs 1 hand seal and nothing happens immediately.

Does calling it down after creating it count as a move as well?
Strong points
- Silent technique which gives the opponent no hint of performance whatsoever
- Technique is low ranking but can still finish off the enemy
- Falls in a straight line making it easy to block or dodge
- This jutsu can only affect 1 raindrop

- Lasts three turns
- Can be called down anytime within those three turns with 1 hand seal unknown to the opponent
- The pause may give the technique away
- Can be easily blocked due to low rank
- If opponent see the hand seal they may stop to look around
