Actually, Zabuza killed the students at age of fifteen, as you can see Kakashi says: "The change came after the previous year, when a devil appeared."

Meaning, the Zabuza killed the students eleven years ago, and the graduation exam was changed ten years ago. :yeah:

It's weird how there are numerous plot holes coming from the data books when the creator himself works on it. This likely means that there are retcons and plot holes that develop after the fact because Kishi does appear to be writing certain points as he goes.
