Location: Where Darui fought the G and S Brothers because there's a large body of water there for Zabuza and a large area of earth for Kitsuchi. It's an even battlefield.

I think Zabuza takes this high diff, this is why:
Of course Zabuza is going to start off with the Hidden Mist Jutsu. Kitsuchi, to avoid the mist, is going to use Moving Earth Core to raise the terrain to go above the mist.
Zabuza, hearing this, will use Water Dragon Jutsu to strike Kitsuchi. Kitsuchi knowing Doton>Suiton, will use Rock Shelter to block the dragon.
While Kitsuchi is distracted by the dragon, Zabuza can send up a Water Clone. The Water Clone, shown when against Kakashi, will silently appear behind Kitsuchi. Kitsuchi will probably be able to avoid the clone with little injury despite him not having sensing abilities, because it's only a clone.
Kitsuchi, after jumping away from the clone, will use Rock Fist to match Zabuza's Kubikiribocho. He will charge at the clone and overpower it with his strength because a clone only has 1/10 of the user's strength.
Once he destroys the clone, he will realize it's not the real Zabuza and fall for the clone feint. Zabuza will then appear behind him and swing his sword at Kitsuchi. Kitsuchi will duck to avoid it (that is if he can, he doesn't have a 3 tomoe Sharingan like Kakashi did to enhance his reflexes). That will give Zabuza the opening to kick him off the terrain. Zabuza has the strength for this, as he showed to kick Kakashi a far distance into a lake. Not only that, but he has a 4/5 for Strength according to the data book, matching Kakuzu, who is very strong.
Kitsuchi, kicked off the terrain would then land in the mist. Within the mist, he will not be able to read Zabuza's movements.
Since Zabuza will be right on him and not at a far pretty far starting distance, Kitsuchi won't have the time to use Moving Earth Core again. Which is why Silent Killing takes this for Zabuza.
Some of you may disagree due to the fact that Doton>Suiton; however, it's not over EVERY Suiton. Zabuza's offensive Suiton, Water Dragon Jutsu and Giant Vortex Jutsu will have no effect due to Kitsuchi's Doton shields. But, his Doton can't guard Hidden Mist Jutsu and Silent Killing. It can't decipher Water Clones from the original and it won't allow him to escape Water Prison Jutsu if caught.
Some of you may argue that once on top of the raised terrain, he could just use Earth Sandwich. This is not the case -
Earth Sandwich takes a significantly amount of prep time to perform. While he's up on the raised terrain, he's not going to have all that time to prepare to use the technique. Zabuza is an assassin, he strikes fast.
Not only that, but even if Kitsuchi had the time to use the technique, he wouldn't know what direction to use it in because he doesn't know where Zabuza is. True, the technique covers a HUGE area; however, it doesn't cover the WHOLE ENTIRE battlefield.
As shown against the Juubi, it only covers a large area IN FRONT of Kitsuchi. Zabuza moves behind his opponent, chances are, the tech will miss. But Kitsuchi wouldn't even have time to use it anyways.
Plus Zabuza's CQC is better than Kitsuchi's.
That's why I give this to Zabuza high diff.
