Suiton is a strict counter to Katon, however, Katon will evaporate the mist as it is just a formation of water particles. Surely, you've seen rain evaporate when the sun comes out afterwards? Once the mist is gone, Sasuke completely outclasses Zabuza in every way. Zabuza's Suiton formation is considerably slow, enough for Sasuke to use his a lot quicker jutsu. Really, Sasuke stomps.
