Zabuza wins. Haku has shown to try to use his base speed and taijutsu first before engaging in ice mirrors. This will be his downfall because Sasuke who had a 2.5/5 for taijutsu, a 3 in speed, and a 2 in strength beat Haku in CQC, so if Haku engaged Zabuza who has a 4.5/5 for tai, and 4/5 for speed and strength Haku will get stomped.
Zabuza said that Haku is stronger than him.. And he said to Kakashi that he might kill him but can't defeat Haku..

Haku was holding back the entire time against Sasuke. A) According to the DB, Haku has a 4 in speed while Sasuke has a 3. And B) Zabuza was flabbergasted that Haku lost in speed [You must be registered for see links] which not only hints that Haku was holding back; but that not even Zabuza is faster then Haku's base speed. Also, Haku has better perception of incoming attacks [You must be registered for see links] and also has to have a much better reaction time then Zabuza because she is able to react at the speed of light at which she gets teleported by the mirrors

There is a reason why Zabuza indirectly admitted inferiority to Haku; and it wasn't at all like in Itachi's case who is the biggest liar in the manga and had Konoha in his best interest.
Haku isn't overall stronger than Zabuza, I mean, Zabuza has a 30.5 in the data book and Haku has 21, though the data book isn't that significant.
If he goes mirrors first, Zabuza can potentially break the mirrors with Water Dragon Jutsu or Giant Vortex Jutsu
Databook stats do not indicate overall strength but overall skill. Simply having a higher overall score doesn't give you the win.
I Doubt that alone would break the mirrors. Even so Haku can freeze water.

Take Naruto's first fight against mizuki. mizuki was a Chunin from what i remember and he got beat by a Pre-Genin naruto with shadow clones.
mizuki was obviously far above naruto in skills as a shinobi, Yet he was weaker because of naruto's shadow clones able to overwhelm him in sheer numbers, Something the databooks do not account for.
Scans are hardly needed.

Haku is a very bright ninja. I can't see him just charging in and using his lacking Taijutsu against a Jounin. He used it against Sasuke because Sasuke was just a Genin and Haku wanted to know his strength. You also have to bear in mind that Haku never wanted to kill him, so him getting beat by Sasuke in CQC could be simply his lack of will to actually fight him. Haku even stopped Zabuza's shuriken from killing Naruto just to save him.
Haku against Chuunin level+ ninja revolves around his mirrors to fight, as shown in Part 2. When he was fighting Kakashi's division, he was just using mirrors to teleport and attack, no basic Taijutsu. So him just charging in against Neji is just not happening.
Haku has shown to teleport himself very far distances, as shown from when he teleported himself from the ground to above Sai's birds. That being said, Haku can teleport himself a good distance above Neji's head and begin his Ice Crystal Mirrors Jutsu.
In the Ice Crystal Mirrors, Haku moves at extraordinary speed, almost as fast as S/T levels. Even though Neji has impressive speed and can see nearly all the senbon coming, his Rotation can only block so many. He can keep up Rotation by constantly spinning, but he can't spin forever. Haku has shown countless supply of senbon, it's more than likely his senbon will outlast Neji's Rotation, and then it's over.
It's also a possibility that due to Haku's intelligence, he may find Neji's blind spot and hit a vital organ or the area in the neck that stimulates death, leaving Neji open for the real kill.
This match could go either way, but I'm leaning more towards Haku.
Dude... how is Haku going to freeze a huge Suiton coming at him in high speeds?? I don't see how he'll have time to do that. Also, he has very low stamina. Zabuza has high stamina, he can keep using Suitons to try to break the mirrors and if Haku keeps freezing the huge suitons with ice, he'll run out of chakra very quicker, then it's over
