Ok Zabuza officially is the weakest of the seven swordsmen.. why?? because he got his booty handed to him, by the weakest version of Grown-up kakashi. Also his sword is also the weakest.
Lets look at all the great swords:
Samehada: is a large sentient sword, comparable in size to the Kubikiribōchō. It is described as "the most terrifying of all the Seven Swordsmen's blades"[1] and even earned the title of "greatsword" (大刀, daitō), further adding to its fearsome reputation.
The Kubikiribōchō: is a massive broadsword shaped like a giant butcher knife, earning it the title of "seversword". Like the other weapons belonging to the Seven Ninja Swordsmen of the Mist, the sword is passed down from generation to generation amongst the group's members.
Kiba: is a set of twin swords of the Seven Swordsmen of the Mist. They each have been imbued with lightning, displaying enhanced cutting power in a manner similar to the high-frequency vibrations of lightning-based chakra flow. It is this capability that has resulted in these "thunderswords" being claimed as the sharpest swords in existence.
Hiramekarei :is a double-handled sword of the Seven Ninja Swordsmen of the Mist, wielded by Chojuro.
The Kabutowari : is one of the swords of the Seven Ninja Swordsmen of the Mist, wielded by Jinin Akebino. The sword itself consists of a giant axe and hammer, linked end-to-end by a flat thin leather-like rope, which together are referred to as a "bluntsword" that is said to be able to break through any defence.

Now those were the Seven great swords now lets look at the Swordsmen themselves:

Jinin Akebino: was one of the former members of the Seven Ninja Swordsmen of the Mist.
Kisame Hoshigaki , feared as the Monster of the Hidden Mist , was an S-rank missing-nin from Kirigakure's Seven Ninja Swordsmen of the Mist and was partnered with Itachi Uchiha when the latter joined Akatsuki.
Ameyuri Ringo: As one of the Seven Ninja Swordsmen of the Mist, Ameyuri was one of the most powerful shinobi produced within Kirigakure. Her generation of swordsmen was even noted to be the strongest in the village's history. She was also capable of using Silent Killing, as seen when fighting the Third Division of the Allied Shinobi Forces while under the effect of Zabuza Momochi's Hiding in Mist Technique.
Kushimaru Kuriarare: was one of the former members of the Seven Ninja Swordsmen of the Mist and Kirigakure's ANBU.
Zabuza Momochi : given the moniker Demon of the Hidden Mist, was a missing-nin from Kirigakure's Seven Ninja Swordsmen of the Mist, and the first major antagonist of the series.
Fuguki Suikazan: was a high-ranking shinobi of Kirigakure and a former member of the Seven Ninja Swordsmen of the Mist.

Now with all that information. It is clear Zabuza is not the strongest but instead ONE of the weakest or THE WEAKEST of the Seven swordsmen . Due to his sword being the weakest, and him not showing great abilities. And in the Databook his ability is at 30.5. So with all this Zabuza is the weakest or atleast one of the weakest Swordmen. Lets look at all the great swords:

Although it continually consumes the chakra of its owner, its largest meals come from fights, wherein it absorbs the chakra of the opposition instead. Such an ability allows Samehada to literally slice through an opponent's techniques, in spite of whether the chakra has been transformed or not,[6] and even prevent them from being performed by absorbing all of the necessary chakra, before preparations can be completed.
While the ability to absorb chakra is useful in defeating opponents, it is also beneficial to the user as well. Samehada has the ability to transfer the chakra it has absorbed to the wielder by partially fusing with them, so it can be used to either regenerate injuries or replenish their chakra reserves

Like the other weapons employed by the Seven Ninja Swordsmen of the Mist, the sword possesses a unique power, this being its ability to reform itself using the iron harvested from the blood of its victims. This regenerative process takes place almost instantaneously and is capable of bringing the weapon back to its original condition no matter how severe the damage is, from a simple chip or nick to a complete separation of over half the blade.
Kiba: is a set of twin swords of the Seven Swordsmen of the Mist. They each have been imbued with lightning, displaying enhanced cutting power in a manner similar to the high-frequency vibrations of lightning-based chakra flow. It is this capability that has resulted in these "thunderswords" being claimed as the sharpest swords in existence.
These blades could channel the user's own respective Lightning Release techniques and to conduct natural lightning. The swords could also be connected at the hilts to form a larger double-bladed sword. While the nature of their abilities are fundamentally the same in their manga début, it has yet to be seen if they can be connected or used to perform lightning based techniques.

These weapons are also formed with notable speed.[

Shibuki: is one of the swords of the Seven Swordsmen of the Mist, wielded by Jinpachi Munashi. The blade utilises various explosive tags, contained within a substantial scroll, in order to incorporate explosions into the user's own swordsmanship, earning it the title of "blastsword".
Comprised from numerous explosive tags, which separates from the remainder upon detonation. Only once the desired opponent comes into contact with the platform, do the explosive tags finally ignite and then detach, providing a small opportunity for the user to escape the devastating blast radius, while simultaneously compensating for any resultant recoil. The sword is seemingly able to reload another segment of tags onto the platform, automatically after each strike.
Now those were the Seven great swords now lets look at the Swordsmen themselves:

As a sword user, Chōjūrō wields a dual-handled sword called Hiramekarei, that is linked together at the handles by a chain. When released from its bandages, it releases chakra that can be shaped in to weapons. He was only shown to have created an enormous hammer, and a massive sword in an instant after storing a large amount of chakra in the blade.
Chōjūrō is shown to be strong enough to wield Hiramekarei in its hammer form and is capable of sending an opponent flying a considerable distance even if they have a strong defence, like Susanoo.

Kenjutsu: Kisame could heal and replenish his chakra by temporarily fusing with Samehada. He could also fuse fully to further increase his power, and expanding upon his shark-like appearance. When fused with Samehada, he gains the ability to breathe underwater using gills which form on his neck. While using his Water Prison Shark Dance Technique, he could take full advantage of that ability by drowning his opponents while remaining unharmed. In this form he can sense other people's chakra, and absorb it just by touching the foe with any part of his body. He can also hide within Samehada, which he states is flawless due to the fact that he and Samehada have almost identical chakra, to the extent that not even sensors can detect him.
Only Kisame was able to wield Samehada; if anyone besides him tries to pick it up, spikes protrude from its handle, and it returns to Kisame's side. Samehada's loyalty seems to be due to the sword's liking of Kisame's chakra. If it finds a ninja with better chakra, it may betray it's owner in favor of the new ninja, as demonstrated when Samehada protected Killer B from Kisame's attempt to slash off his legs. Despite its wavering loyalty, Kisame was capable of wielding Samehada against its will. Chōjūrō describes the Samehada as the most terrifying sword of the Seven Ninja Swordsmen of the Mist.

He has been seen displaying astonishing raw speed and immense physical strength, which combined with his high taijutsu prowess allows him to directly overpower most opponents, as shown when he overpowered Might Guy, a powerful taijutsu master, during their battle. A single punch from Kisame was able to smash Might Guy to the bottom of the lake he had created and displace the water around the area. He also managed to overpower another skilled melee-weapon user, Asuma Sarutobi, by using only the tip of Samehada (wielded with one hand), against Asuma's two blades, which he held overhead using his body as extra support. Kisame managed to survive what was usually a one-hit instant kill technique from Guy, and retained enough strength to break free of his restraints even though Yamato was suppressing his chakra, showing not just powerful raw strength, but also great endurance.

Against stronger opponents, he increases his field advantage even further by creating a giant dome of water around himself, forcing his opponents to battle him underwater. This aptly demonstrated his proficient dexterity while handling this particular needle-like sword, as he was able to repeatedly catch it securely just mere moments after previously forcing the blade through his adversaries.
