Zabuza was obviously talking about the blue aura of sheer chakra around Kakashi's hand as he was gathering the lightning for Raikiri (which is in fact the technique he performed; yes they're the same, but Kakashi's is technically stronger). The only other techniques I can think of off the top of my head where there is so much chakra that it has manifested itself in a visible spectrum is the Rasengan, when Naruto first summoned Gamabunta, and Chakra Scalpel. If you have other examples where such an aura is seen, please, be my guest to tell me.

You are totally mis-understanding this... When chakra manifests itself as an element, it is now fire-natured chakra, or whatever nature is being seen, and thus it's technically the element you're seeing, not the chakra. However, when Raikiri is used, there is so much chakra that one can see the untransformed chakra, which is pure and a blue aura, as well as the regular lightning created. Zabuza was saying that he saw the chakra, when he should have only seen the lightning.
