The merging is possible the only reason it could not happen in canon was cause Zabuza had an inner demon in him akin to Inner Sakura the demon could not allow Zabuza to merge another sentient sword in side of him in a similar fashion as to Ino's Mental Form could not get a place in side Sakura's Psyche.
