I give this to Zabuza because Byakugan can't see in the mist.

Zabuza's best chance would be to use one of his giant Suiton to force Neji to rotate and then strike him when he stops or even attempt to outlast the Hyuga to have a better chance later on.
Other than that i don't see Zabuza landing a hit at all since Neji's byakugan allows him to see through the mist and see the assassin coming from far away, but that doesn't mean Neji will overwhelm in CQC.
Its an even match imo and could go either way.
