Don't they just update when they need to change the banlist or if there are bugs or technical issues that need patching? Because the banlist was redone not too long ago, and I don't think there are any bugs that need fixing.

No, every months they update a new version. If there is a bug to a card, then you can just visit the forum website and you have the right to complain, believe me I did this 5-6 times and got the card fixed about the card that did not worked. After some days they will fix the card, so no need to update. Update happens when new cards appears and some OCG cards to TCG cards.

Yeah, that too, but of course every time a new update be released a lot of things changes, like the OCG rules, TCG rules, new cards, banlist update ( For an example, Winged Dragon of Ra goes from 3 to 1 ).
