IS carries out a similar attack to the ones in Paris. You have three envelopes containing three viable routes of action, pick one and state your reasons for picking.

Envelope A) Try and talk IS into backing down. Your Defence minister points out this route is unlikely to be successful, and endangers your people for an extended period of time.

Envelope B) Use a tactical offence. DM says that it's almost guaranteed to stop further attacks on your country for a long period of time, though he points a 20% risk of civilians in the area being hit. These (blindly) support IS.

Envelope C) Obliterate every trace of their being using "whatever means necessary". DM points out the obvious; that whilst ISIS will be destroyed completely, there's almost guaranteed to be thousands of civilians killed. 60% support IS, and 40% don't.

I'll take envelope B then. While there is a risk of getting civilians involved, if they do support ISIS then they can go to hell for all I care. I wouldn't pick C because 1) it would get innocent people involved which 2) can lead to a massive backlash even after ISIS is whiped out. Obviously Scenario B is the golden middle here.

I don't think people realize the negative effects of Plan C. There will certainly be innocents who become enemies of your country for wiping out their families along with ISIS. You'll potentially make more enemies than you started with.

Picking Envelope C surely is a fast way to make more ISIS members and believe me, you don't want that. You will kill their family in this attacks against ISIS and they wouldn't give a shit for your reason.

Envelope A is absolutely useless...these men have balls harder than steel and are prepare to die from the moment they joined ISIS. They will laugh at your attempt to talk them into backing down.

Envelope B is the last save option even though risking 20% of civilians (even if they blindly support ISIS) is sure to bring problems in the future.​

I would take Envelope C.

Sure I would feel regret over the innocent dead 40% civilians, but I would be saving million innocent people in the future by eradicating these psychotic violent extremists.

by sacrificing a few thousand of Innocent people I would save millions of innocent people in the future, I would even go as far as to say that the only moral thing to do is to take envelope C.

Sins Scenario B won't solve the problem it would just delay it. ISIS will keep killing innocent people in terror attacks until either the entire planet is under Islamic control, or they are all dead.. And I am not willing to sacrifice the entire civilians world just because I refuse to take action when actions needed to be taken.

And don't forget that ISIS targets Innocent Civilians on purpose where they would simply be unavoidable collateral damage from my end, and when I say unavoidable I mean It, ISIS is deliberately hiding among civilians of the regions they occupy as a counter measure against their enemies.

They believe their enemies, the various world leaders (and I) won't attack them as long as their hide behind civilians even though they themselves target civilians in their attacks, but as I said, they are wrong, I'm taking Envelope C.
