During the Danzo vs Sasuke fight, Obito stated that inzanagi has the ability to change reality and create whatever you want during its time frame.

Theoritically...Yes, inzanagi magically allows you to create whatever element you want (considering that it is a yin yang classification Justu) but however, Uchihas can copy element Justus so it is unnecessary.
