Then there's the 3 Sages who were renowned across the world for their ability, Jiraiya, Tsunade and Orochimaru.
An of course the successors, Naruto, Sakura and Sasuke.

Then you have the guards of the Kage who have to be strong. Fuu and Torune, C and D, Chojiro and Ao, Temari and Kankuro, and the other 2.

And then you have people in their own category like Itachi, Lee and the gang.

Then all the past hokage and current kage, they have to have a good battle sense to obtain that title.

But overall if I had to pick 3, I'd say Madara, Hashirama and Naruto (people will argue Sasuke should go there but that's what I think).
