In terms of power and chance of winning:
Hashirama- No need to explain
Hiruzen-God of shinobi
Minato- Speed makes him virtually unbeatable, very intelligent fighter. Must have huge arsenal of jutsus considering he spent 3 years creating his own jutsu. If there were plenty of powerful jutsus he hadnt already learnt, why bother creating a new one?
Ooniki- Dust Release ( can use earth, wind and fire jutsus), a lot of battle experience
4th Mizukage- Must have had a lot of jutsus, and also was a jinchuuriki.
In terms of badass-ness:
Minato- Flee on sight order. Enough said.
Hashirama- Just a don.
3rd Raikage- Strongest shield and fought 10,000 shinobi for 3 days and nights.
Mei Terumi- Ive alawys regarded her as extremely strong (can use water, fire, and earth due to Kekkai Genkai). Shooting lava from your mouth warrants your entry on this list.
Gaara- Has an air of badass-ness about the guy. Commander General at 16. End of.
Honourable Mention:
Second Mizukage- His jokey boy thing is pretty cool, and his conversation with the fodder ninja was hilarious!!! (where they're trying to hit him, and he explains he's a mirage)
