1.Sasuke/Naruto at the end of the manga
2.Current Madara he's just beast look at him lol
3.1st hokage everyone has his dna for a reason
4.Itachi totska blade and yatta mirrior is enough to own any ninja even the ones above him his low stamina and lack of ems make him 4th
5.Minato his FTG is just unreal and hes the main characters dad
6.Nagato being imobile ends his epicness a totska blade is proof
7.Killer Bee and A there the perfect tag team because there equal so they share this spot
8.Garra his sand defense is absolute and hes imo the strongest kage behind A
9.Kakashi and yes im saying he will beat tsunade probably with mid difficulty
10.Gai Kakashis rival a master of taijutsu and with the eight inner gates not many shinobi stand a chance.
Shisui would be above kakashi and guy if i knew more about his techniques koto gets him in the top 15 but not top 10 until i know more about his fighting style then tsunade and the other kages

It is hard to tell know. Many things is to happen before we can make a good list, I mean Tobi hasn't shown any thing himself until know, Madara has been going easy on the Kages, when I say Madara has been going easy on the kages some of you will prob think that I see Madara as a character himself, I don't when I say that It is also a way to tell Kabutos strengt. We don't know the power of Madara right before he died. Sasuke hasn't been showins his true power until know. Itachi is about to show one of his good moves. Minato prob has more to show. Nagato is actually done now, he hasn't more to show but we can't tell hundred procent that the characters is stronger than him because we haven't seen the true power of anyone. Naruto, we haven't seen much of his new form, only that he has the speed of his father, and that he know can control the nine tails power almost. Hashirama, well he is said to be incrediple strong, prob one of the top 4 maybe, no one knows. See, Ithink i will hold low profile until we know more.
