Minato is my favorite Hokage. Then it would be Hashirama. But in terms of power it would be Hasirama then Minato in my opinion.

Gaara is my all time favorite Kage in general. He went from homicidal Jinchuriki to the hope of the Sand Village. Quite the 180 plus Gaara just rocks!

As for the Hokage......Gotta say Tobirama. He really made the Leaf what it is by establishing the Ninja Academy, the Uchiha police force. Hashirama may have founded Kanoha, but Tobirama made it work.
