Tobirama; for being the only realistic world leader. Not being an All Loving Hero and not being evil like Danzo. He was the only balanced Hokage.

I think Hiruzen was one of the better Hokages. He had more stability than all of the previous ones and was Hokage longer.

Tsunade easily. The other hokage are quite boring. I do like Tobirama though. And I have nothing against Hiruzen. Hashirama is quite annoying and Minato too because of his perfection.
