Ever since he has clones Base Minato is above Itachi.

Itachi can make Explosive clones faster and he also could use his finger genjutsu very fast since his hand seal speed is top-notch.

When Madara activated the PS, she was the only Kage who wanted to use a technique.
And if her power-up is the Slug Sage Mode, it's not surprising that she didn't activated it, considering Madara said he is going to kill her first. Just sitting there and collecting nature chakra wouldn't have been a wise decision.
