i am pleased Godking Tobirama is getting much praises. he is clearly the best kage of all time and led konha to peace and prosperity times. second fav is yagura tho.

Mizukage: 2nd Mizukage.

Raikage: Ay (the 3rd isn't much behind though).

Tsuchikage: Onoki.

PS: Overall its Tsunade, followed by Hiruzen and Onoki (i like these old guys for different reasons so i can't say i prefer one over the other).
