Kakashi is my favorite character, so technically, he's my FAVORITE Hokage as well, but considering what each one actually got done while in power, I would have to say Tobirama was the BEST Hokage. He founded the academy, ANBU, chunin exams, and the military police, and his time was when people began to identify with the more with the village and less than their clans. However, he did kinda screw up by alienating the Uchiha, which was the beginning of the events that led to their massacre and Sasuke's messed up life.
