Cyclops and Havoc come from a clan that gathers natural energy and redirects it for specific purposes. Cyclops focuses it through his eyes for taking energy from another dimension while Havoc just directly uses it as plasma blasts. (This is how their powers work in the comics)


Mr Sinister cam from no clan, but works with Orochimaru in their genetic experiments and modifies himself. (Let's be honest, you can't think of Orochimaru and not think of Mr. Sinister if you're an X-men fan. Mad geneticist, pale skin..... It's all there.)
