Imprisoning him would be pointless. The only character who is still alive that is stronger/as strong as him is Naruto. There is no prison that can hold Sasuke, he'll just escape. And he'll enter the Leaf if he wants to. How can you even exile him? Nothing can even stop him from entering the Leaf bar Naruto himself.
The manga is obviously pointing to his redemption. It's what Itachi (one of Kishi's fav characters) wanted and Naruto (main character of the story and the one Kishi himself connects the most with) wants as well. He is going to be forgiven. Only question is whether he is going to become hokage. Only way that will happen is if Naruto attempts to do what Hashirama did w/ Madara and try to give the spot to him.
The rule for missing-nins is that in any village, as soon as they leave it, they are supposed to have the anbu sent after them to kill them. Tsunade even mentioned that in pt1. Why did she not do that for Sasuke when he left? Naruto didn't want her to. Sasuke has already been given privilidges above other villains and been given a pass. Konoha didn't attempt to kill him when he was doing bad things. Why would the punish him now, when he actually helped in the war and is on their side?
Let's look at the bad things Sasuke has done:
-gone w/ Orochimaru...but killed no one. :/
-caused Deidara to commit suicide...but now the world is safe from an S-rank criminal who likes to blow things up
-killed Danzo...but majority of people in Konoha, even Tsunade herself didn't like him. :/
-Itachi died...but the ninja world has no idea that Itachi actually saved them from the Uchiha and their little coup and a world war. They also think that Sasuke is the one who actually killed him, so in their minds=Sasuke took down one of the world's most dangerous S-Rank missing nins
-tried to capture Bee for Akatsuki...but he epicly failed at that
-had Oro bring back the hokages and w/o them the war would be lost
-helped in the war, and w/o him, Naruto and the alliance would have lost against Obito
The only real bad thing he did was kill samurai. But even then, he ordered them not to attack him and said that he wasn't there for them. Other shinobi have done worse.
Itachi knew that Sasuke would be received as a hero for a reason if he went back to Konoha after killing him. This was even confirmed when Sasuke had that flashback w/ those Konoha shinobi stating that Sasuke would be welcomed back as a hero and given medals for supposedly killing Itachi. Then Sasuke f**** it all up at the gokage summit. However, now that probably no longer matters. Majority of crimes are excused in this series and Sasuke had made up for the majority of it in the war by helping. The alliance shinobi were even cheering for Sasuke and supporting him when he attempted to kill Obito. The guy's going to get redeemed. He did more good than harm. The ironic thing is that he wasn't even trying to do any good, he just wanted to do whatever he wanted regardless what anyone else thought. It just worked out that way.
Note: If this were in the real world though...and a guy like Sasuke from a clan that centers around hatred really did exist and he only cared for himself, I'd order him executed.
