I don't think so, but come to think of it, honestly, he so far could be closest on what that guy in cloak is, either that, or either someone completely new haven't seen.

It might be Shisui. The eye has been sewn in and no one technically saw him die, so that leaves a loop hole. Maybe someone like Orochimaru found him half dead by the river he jumped in and revitalized him.

Shisui was the best friend of Itachi. Cared for him a lot. Gave one of his eyes to itachi, never shown dead. And his dead body was never found, not even by kabuto. Shisui was nicknamed as shunshin no shisui and the alien onion head kid seems to go by the name Shin. And the stitching on the right eye of the hooded person seemed like some one plugged his right eye out! (Remember Danzo took shisui's right eye by force)

That's true but why would Shisui revenge on Sasuke, he shared his beliefs with Itachi and he wanted to obtain peace and it seems like there is peace in naruto verse. Also, the hooded guy seems to be eyebrowless too so what happened with Shisui eyebrows? As we know Shisui he wouldn't do a stupidity like this. And Shin seems to call him father, so Shisui ended up with a girl and now he has a son who have Uchiha genes? Also, Shin seems to talk in a weird way, I don't think anymore that he is controlled but that he is an experiment.

And wha'ts wrong with the hooded guy nose?

Perhaps he saw how things ended up, and the current world still isn't what he and Itachi wanted. And he's going to shape it by force.

Sasuke still didn't turn out exactly how Itachi would have wanted.

As we know Shisui's personality he would use force to change the world only if it's the only way, he even didn't liked to kill people and he used all kinds of non-lethal ways to immobilize his enemies and I don't think this it's the case, he would have tried at least to talk with them about what he thinks would be better for their village.
