Definitely it was minato who let him do that otherwise, naruto & sasuke would have been back in obito palm again but still minato is beast for holding himself against juubito who destroyed the other kages. Minato wasn't analysing Obito's technique like the others, he tried to take advantage of the moment Obito lost control to attack him, but he overcame the Juubi and countered him in time. If Minato couldn't activate his teleportation jutsu in time to escape it is his fault, he got hit fair and square.
