Obito used a variant of Kamui to merge with the Juubi. This was proven when Obito used his Kamui to absorb Sage chakra from Madara. Kamui turns Obito's body into a gateway, but with the void filled Obito can no longer utilize Kamui

Madara didn't use the same process, he didn't even use hand seals, and not only that the Kamui Madara used wasn't the one that turns the body into a gateway, but the one that brings in objects via the eye.
