Na they are better soldiers than leader. Both are kage level fighters, Tsunade was the perfect choice so that she can fill the leader spot and let the men do their thing. Also she is suppose to be on par with oro and jiraiya. It is always good to keep the healer away from the action too. If either jiraiya or kakashi was hokage the leaf would have gotten completely destroyed during the pain invasion on the village.
