How exactly is Franky one of the weakest? He has Vega Punks laser beam which seems very heavily to have been made from Kizaru's powers. He's impervious to frontal damage being a robot(don't remember if he upgraded his back during TS) Brook wouldn't beat him nor Nami or Chopper or Usopp, he could most likely beat Robin(people use a joke from water 7 as evidence she can beat him but let's be honest here Oda doesn't let her do a whole lot) and he'd give Sanji a run for his money though Sanji would beat him it wouldn't be a cake walk.
