They are not entirely filler, since Kishimoto himself is involved in a way, but they're definitely not canon, since it's not him who writes the novels. Here's how it is:

1) Written by Kishimoto = canon
2) With some contribution from Kishimoto = partially canon
3) No involvement from Kishimoto = filler

Since the novels fall under the second category, they're kinda iffy, so it's up to the individual reader to decide. There definitely isn't a clear answer for this.

Yeah, I've been thinking how stupid this is as well. It's so obvious Kishimoto slipped Hamura in at the last second only for the movie to not look like like a complete trainwreck. Retcons like these are what I really dislike.

The Naruto story is far from over. There are still many plot lines and Inconsistencies that are yet to be Addressed. The Last Movie and the Novels are laying the Foundation for the Part 3 Boruto Series where the main plot will continue with Orochimaru as the Final Villain.

The Last Movie gave us a lot of Information on Hamura, The Ootsutsuki and the Tenseigan which were pretty much abandoned in Part 2 and yet are an integral part of the story. People hate on The Last Movie mostly because of Hinata X Nauto and Toneri being lame. Yet, the Novels and The Last are all a part of "The New Era Project" of Naruto and are as such cannon.

When the authors weigh in on the topic, they only have one motivation: for the fans to buy more stuff.

Actually what Kishi wanted to show was that :-

The First Generation

Kaguya = Yin/Yang : The Grand Ultimate.

The Second Generation

Yin = Hamura.

Yang = Hagoromo.

The Third Generation

Yin = Indra.

Yang = Ashura.

The Forth Generation

Yin = Madara.

Yang = Hashirama.

The Fifth Generation

Yin = Sasuke.

Yang = Naruto.

The Sixth Generation (Hypothesis)

Yin = Sarada.

Yang = Boruto.

Inheritingly, everybody has Yin and Yang, i.e; Chakra. What matters is what they represent,i.e; Yin, Yang or Yin/Yang. What Kishi is telling us by this is the Tao, i.e; Yin/Yang philosophy is universal and applies to everything in existence.
