Byakugou is actually a jutsu on a very very high level. People only see it as bad because Sakura and Tsunade fight close combat. I bet if they had some sick ranged techniques paired with byakugou they would see it differently.

There's nothing wrong with the jutsu, you just have to have the ability to make use of it properly with your other techniques.
