Uchiha Fugaku. The man who likes to praise his sons by comparing them to his strength. What strength is that? He probably failed to join the ANBU himself, hence being so determined that Itachi must join. He got some low wage job at the police force who is basically never needed since the ANBU can take care of it anyway. It's not like a crime wave erupted in Konoha after the Uchiha massacre.

If he were strong then he wouldn't kneel in front of Itachi humiliated waiting for him to strike the killing blow.

Fugaku was the leader of the police not just some small wage worker lol. No doubt hes nowhere near itachi or sasuke even potential wise but he wasnt some random fodder either. He was probably mid to high jounin level

Well tell me about it, how can you be the clan leader, head of police force and be part of ANBU at the same time? Fugaku was a strong ninja for the fact that he was their clan leader, yeah Uchihas tend to let the strong lead. So as he was a leader and wanted to take down those who cotrolled ANBU and the village it was rather impossible to do that. Simply put a leader of a clan bowing down to Danzo, no way even Hizashi would never do that.
