*note I use Madara for Edo-Madara, Tobi for masked Madara.
Madara acts surprised that someone [oro/kabuto] made sense of the markings that could [supposedly] only be read with the sharingan, buyakugan, and rinnegan [maybe not in that order].
Now we learn of this from Tobi at the time he pays Naruto a visit, before the Kage summit. This is the story that the characters are led to believe.
My hypothesis is that the story Tobi fed Naruto, Kakashi, and Yamato was a lie to throw them off course. In chpater 560, Madara says to Kabuto [Muu as intermediary] "someone like you, who can't read the Uchiha tablet, managed to decipher.." after he says "the secrets of my body", leading me to believe that what is written on the tablet was in fact written by Madara himself, and not some tablet left by the S06P.
As to Tobi's identity, I have 2 theories.
1) Madara somehow split his cognitive self [mind/conscience] from his dying mortal body, maybe by Muu's splitting technique as some have suggested, maybe by Izanagi'ing his said self, or by some other technique we have yet to see.
2) Tobi is Tobirama, second Hokage. We don't know much of his past other than [1] succeeding after Hashirama due to his battle wounds with Madara, having covered for Sarutobi and squad, and [2] then vanishing after buying his team some time to escape. Being very conservative, Tobirama would still have had to been mighty powerful. If all these Edo'd Kages pose so much of a threat to the UNITED SHINOBI ARMY, how could a hunting skirmish of a single nation take out Tobirama? Even if it were an army of say 10,000 ninjas: The Kages of all nations are just so strong.
I can also hypothesize about their motives behind each of my above stated scenarios, but that would mean my typing for 30+ minutes.
