Hinata! Because of her byakugan.
Sakura relies on focusing her chakra in order to release
massive strength and also chakra for healing.
Hinata can block those points by using her byakugan
to see them. However, it depends on kishi opinion.

Im going to go against everyone here and say Sakura is the strongest.
I think that her brute strength would wreck Hinata because if you remember where she had that practice fight with Naruto against Kakashi when she hit the ground she enlightened it. I think she would use that to her advantage and keep smashing the terrain which would end up been the thing that hits poor gentle Hinata so she wouldn't be able to get close to use gentle fist.
