Maybe the "new" Rinngegan is an other form, remember, a lot of time passed between the era of the sage, the era of Madara, and the era where Madara awakened the Rinnegan. The Rinnegan might have changed over the time. Nobody awoke it between the son of the sage and Madara, as far as we know.
