Neji can teach lion fist but not perform it, the reason being he doesnt have the royal blood fully like hinata because he's the main branch just like kakashi cant use the full potential of the sharingan. The logic is pretty simple, neji is not a stranger but also not a brother or sibling. So hiashi can teach her if he could.

It wasn't direct enough. I'm saying it just this once, Kisame used his hands as the medium for the water dome and the chakra in his hands were contained in it. Other elemental ninjutsu is not made of chakra but the nature to which the chakra is transformed to. But I know you'll deny this, but it's a fact that Kisame cannot absorb ninjutsu unlike preta path which absorbs ninjutsu and chakra both and the DB states this. The only feat Samehada has is absorbing lightning chakra but keep in mind that the chakra was still not fully converted into a ninjutsu and thats why the name says lightning chakra and not lightning ninjutsu. By that itself we can understand ninjutsu is not made of chakra and that is why even experienced jounin can only use 3 elements if they have affinity to it despite having nice chakra control and prowess. Back to topic, I'll accept that 64 palms can used by other MB members if anyone has been stated as its user except neji who we know has the royal blood.

The DB says its a sealing jutsu which can suck ninjutsus away. Not just chakra absorption. preta path was never said absorb chakra but ninjutsu, it absorbs chakra as an extra and that is why fukasaku said "that path can absorb your ninjutsu to naruto not "your chakra"".
