Not really. Keitaihenka isn't just about the control of your own chakra. That's why Sakura isn't a master of Ninjutsu(3) or Genjutsu(3.5).
Furthermore, we already know that chakra enhances sensing. For example, how a sensor kneads chakra to sense.
Sensor-Shinobi build a special chakra to sense other things.
The ones who have master chakra control can do all those above things but on a entirely higher level. And the Yin Seal is the symbol of those who have perfected their chakra control.
It's more a matter of special training, I guess. Kibas senses of smell for example is enhanced because of chakra too.
Going by that yin seal is the pinnacle of chakra control. I come to the conclusion that those who have mastered Yin Seal are able to fully utilize the power of chakra.
Narutos control of his own and Kuramas chakra is nearly the same now, but he doesn't have the knowledge about Iryōninjutsu and so on. Perfect control of chakra alone is worth nothing.
Tsunade stored her chakra due to her control of chakra, but the Yin-seal itself is just a repertoire of chakra.
