DATABOOK EXPLANATION: Yin Seal: Release - After focusing and storing an amount of chakra over a period of time in the Strength of a Hundred Seal on the user's forehead, the user can release any amount of chakra with this technique by dispersing the seal and forcefully pumping the stored chakra back into the user's body. After the stored chakra from the Strength of a Hundred Seal is used, if there is any leftover chakra, the user may use it to re-form the seal.

Which will reopen any chakra point that has been blocked and no the Yin Seal its self cannot be blocked by hitting the user's forehead due to it being a SEAL and not a CHAKRA POINT.

I don't think that you understand. hyuuga don't only block chakra points, they also can completely destroy the shit. Besdies the seal is made out of chakra and its minimized into a small area in the user's forehead which can be hit by almost any hyuuga to destroy the seal.

The techniques of the Hyūga forcefully block chakra points as well, stopping chakra flow. It's debatable that forcefully pumping the chakra back through the body will reverse the effect. The reason Naruto was able to counter the blocking of his Tenketsu in Part I was because Kurama himself forced his own chakra out, and it is incredibly powerful.

kurama was seal but he wasn't the sesl itself.He can send chakra to naruto at any time and re-open the blocked point using his own strong chakra.Not to mention the seal flows slowly judging from their head sign being slowly drawn which means the seal's chakra isn't "forceful" enough to re-open it.
