Why doubting the obvious. Being a shinobi means using jutsus to improve your skill and strenght. Minato uses ftg for his speed and so what? He is the fastest shinobi.
Talking of Base Speed, remove naruto's bijuu mode or sage mode, remove Ay's lightening cloak...Minato is still faster than them.
He caught baby Naruto in the air with so blitz speed, removed the cloak bomb from him in an instant then teleported and threw the cloak away.

Naruto isn't fast without Bijuu Mode, but A(Raikage) is still fast even without his lightning armour.Go back to the manga chapter at the Five Kage Summit when Zetsu clone first appear for proof of this.

I didnt say they are slow, I said Minato is still faster in base speed.

He is said to have extremely fast reflexes even without his FTG, his FTG only increases it more.
