Sasuke's goal is quiet strong as we see....

So Sasuke would Probably defeat Obito and become The "The Ten Tail Jin"
and hence will surpass madara uchiha's power

So only By becoming the ten tails jinchurikki you can surpass madara uchiha.


But sure of one thing to think Why Tobi transplanted itachi's eyes into sasuke's?

That brings out the fact that tobi was sure that after obtaining EMS Sasuke would Get Rinnegan and tobi would use it as his trump card against naruto.

so i think Sasuke will become the ten tails jinchurikki and then would surpass madara!

Kabuto/Oro don't really know what Madara is really capable of, he knows he's really powerful and all, but never really saw him.
Kabuto/Oro know Sasuke potential better than Tobirama, but since Tobirama has seen both going full out, can compare it better.

Tobirama knew him and Izuna since young age and even fought against them. and has been seeing what Sasuke is capable of.
Sasuke is only 17 and Tobirama is smart enough to realise he'll get stronger...
