Neji is a bit faster than Yamato, but Yamato is stronger. Yamato wins with mid-high diff.

Neji stomps. Yamato's Mokouton get's countered and destroyed by air palm and any surprise attacks get detected via Byakugan.
Once Neji is in range with Sixty Four Palms, Yamato is dead.

Yamato wins via Mokuton. He'll use it against Neji, who will use Rotation to block it, but then Yamato will simply use Mokuton again to trap him and bomb him with paper bombs.
