He needs reflexes to do that in close range. Yagura doesn't have any notable reflexes feats.

Best way is to keep a long range and fire uncompressed TBB , if he got enough time that is.

What's stopping Yagura from transforming and firing Bijuu dama's afterwards while Sasuke feels the backlash from using amaterasu?

Sasuke is not escaping the blast radius of multiple Bijuu dama's with his speed and for speed Yagura can match or be a tad slower than Sasuke in V2.
