I'm going to go ahead and say Kisame. He has fought a perfect Jin before and wasn't completely defeated. Not to mention that if Yagura decides to fight with his V1 and V2 forms first and not transform near the start; His chakra and the bijuu's will be severely low.

That, and feat-wise kisame would stomp. We haven't seem much from Yagura. So, Kisame mid diff

I realize that. But what are the odds that Yagura will start out in a full bijuu mode or that he will even use a TBB first, too? The fact of the matter is this; If Yagura does what Killer Bee does and just borrows his bijuu's chakra at the start of the fight and slowly progress, not thinking he has to go full bijuu mode. His chakra is being eaten rapidly.

He has the what, Three Tails in him? Samehada was capable of devouring six tails of chakra at one time (When not covered). If Samehada does "awaken" against Yagura while Yagura is in either V1 or V2 states, his and the Sanabi's chakra are going to get depleted fast.
