It is either a flaw on Kishis part or Kabuto did something that Orochimaru didnt.

When Orochimaru used the Tailmens placed inside the Edo's head, it was only used to control them remotely by handseals. Kabuto used a different Tailsmen to allow the Edo's to retain their personalities and move freely as the like because their had better understanding of their abilities. He still had control, but for more control, he would overwrite the Tailsmen turning them into "Mindless Killing Zombies".

Orochimaru had prefected the technique, but he had full control over the beings and had little information about their techniques. Kabuto claims to have mastered it to a degree even higher than him and even the 2nd Hokage.

From Naruto wiki about the Talisman:
The different talismans can be used to enact different degrees of control. Orochimaru's talismans completely eliminated the personalities of the summoned, turning them into mindless killing machines under his command. Kabuto prefers to use a weaker binding talisman on certain individuals, allowing them to retain some degree of their own personality. The latter method is useful for psychological warfare, and can also allow the summoned individual to tap into their own emotions, memories, or creativity to enhance their effectiveness in combat, but also carries a host of drawbacks; it takes more effort to retain control with the weaker binding which can make it possible for the hearts of the summoned to be swayed by strong emotions, which can result in the soul breaking free and returning to the Pure World. Resurrected shinobi with their personalities still intact have their movements limited to certain actions, and are basically on "auto-pilot" to react to enemy techniques. Once they recognise an enemy technique their bodies are programmed to counter it with an appropriate method

Well Madara's Edo Summon is special so you can't compare it with Hashirama and Tobirama.

The first and second were done differently and even then Orochimaru wasn't expecting them to be sealed up. Besides the series was barely beginning and now Kishi is trying to fix his past mistakes. I believe he will show us the real Hashirama and Tobirama. I too feel that Madara is cooler than Hashi which I didn't expect. Maybe if Kishi shows us a more powerful version of Hashi I will change my mind.
