Why do you need to know everything?
It was allowed for some people who were afraid that someone else would submit their custom element, cause they have shared the idea of it and they regretted it.
I didn't want to see people saying stuff like "oh this was my idea, please Rei do something!!!!!" -again-, so I allowed to some people to submit at Sannin rank, but use it at Kage Rank ofc.

No, no one else can from now on. It was a special permission for some people not to lose their Elements from other people, but it won't happen again.
