I'm assuming that there is some weakness to Tobi rushing forward with his plans which the heroes will exploit. Tobi probably originally wanted to avoid this weakness by bringing Juubi back in it's complete form, but Naruto's speeches and power got to him, which is causing him to rush and make mistakes.

But I am only assuming this because it's the only way to logical explain the purpose of the war and Tobi's actions. If this is not true and there is no weakness caused by Tobi rushing his plans than I agree with you opening this entire arc makes zero sense.

You are all saying he wants to revive him with its full power but it is unecessary for the completion of his plan.

Would you try to run a mile in 5 minutes when you only need to do it in 8? Of course not. Its the same with tobi. Why try to over achieve his goal.

As to this, it is possible that a Jin can break out of intinite Tsyukyomi so Tobi still might have to defeat them after the Genjutsu is activated. Again, if he eliminated Bee and Naruto before the resurrection, he'd have no possibility of failure.

Erm didn't kabuto showed Tobi the Edo people with the 2nd summoning right before the War???
He named the jinchuuriki's, kages, the 7 swordsmans, Hanzo, and other very skilled people of value.
Okay the manga or anime didn't show gin/kin at that time, but most likely they were there also...

He could have revived an imperfect juubi with the leg and the gourd, but that was his Plan B. He'd rather have a perfect juubi, which would have been an unstoppable weapon to hold off the armies until the Moon's Eye was ready. Since that isn't working out, he's moved on to Plan B. Of course, I don't think he realized that the juubi-fication would send Gedo into seizures for 10 minutes, so he's fending off Naruto, Bee, and whoever else he has to until Gedo is Juubi.
