it does not say roger has it and as to Dragon having is yet to be confirmed they were all saying as to be expected do to the fact that Luffy's dad is the most wanted man in the world and as for Garp once again it has yet to be confirmed

So Luffy and his father have it but Garp doesn't? Makes sense. The world's strongest marine as confirmed by Oda doesn't have conquerors haki.
